In a skillet over medium heat, cook the bacon until crisp, and then chop finely. Set aside on paper towels.
In the same skillet, over low heat, melt the cheese with the cream.
Add the bacon and chives.
Season with salt and pepper and refrigerate for 2 hours.
Serve with corn chips.
