With the rack in the middle position, preheat the oven to 180°C (350°F).
In a bowl, combine the paprika, turmeric, chili powder and salt.
In another bowl, combine the chicken and garlic. Sprinkle with the spice mixture. Season with pepper.
In an ovenproof skillet over medium-high heat, gently brown the chicken in the oil, about 10 minutes.
Transfer to the oven and bake until the meat can be pulled easily from the bone, 30 to 40 minutes.
Serve with Lemon Quinoa.
