Purée the cucumber chunks in a blender, 2 or 3 minutes. Pour into a strainer set over a bowl and let drain without pressing; you should have 60 ml (1/4 cup) of juice. Set aside.
Skewer 1 tomato and 1 half slice of cucumber on each toothpick. Set aside.
On a cutting board, finely chop the cilantro with the salt until the salt is green. Transfer to a shallow bowl.
Moisten the rim of each glass with the lime wedge, then dip the rims into the cilantro salt.
Put the cucumber juice, vodka, vermouth and ice in a cocktail shaker and shake vigorously. Strain into the martini glasses. Garnish with the vegetable skewers.
