In a small saucepan, cover kumquats with cold water and bring to a boil. Drain and repeat twice.
In the same saucepan, bring water, sugar and kumquats to a boil. Simmer gently for about 15 minutes or until they are translucent. Let cool. Cover and refrigerate.
Drain and place as garnish on Mini Vanilla Cupcakes (see recipe).
