In a small saucepan, bring the water, sugar, and lemon juice to a boil. Remove from the heat. Add the pomegranate seeds and let cool for about 30 minutes.
In a 1 litre (4 cups) jar, combine the vodka, syrup, and pomegranate seeds. Cover and refrigerate for about 7 days.
Line a sieve with a few layers of cheesecloth.
Pour the vodka into the sieve and crush pomegranate seeds with the back of a spoon. Transfer to a pretty bottle. Serve straight on ice or with with soda, lemonade, or tonic water.
