Meanwhile, in a saucepan, soften the onion in the oil. Add the meat and cook, while crumbling, until golden brown. Season with salt and pepper. Add the corn and garlic and cook for about 2 minutes.
Add the pasta, cheese, green onions, and the reserved cooking water. Toss to coat the pasta and warm through. Adjust the seasoning.
