In a bowl, combine brown sugar and cornstarch. Add vinegar, hoisin sauce and broth with a whisk. Set aside.
In a large skillet, brown meat in oil. Season with salt and pepper. Place in slow cooker. Brown onions, ginger, garlic and sambal oelek in the hot skillet, adding oil, if needed. Deglaze with broth mixture. Bring to a boil. Transfer to cooker. Cover and cook for 5 hours on low.
Serve with rice and a green vegetable.
